Change Advisory Board

The Change Advisory Board is a cross-functional team responsible for assessing change requests in terms of business need, security impact, cost/benefit, viability, and potential impacts to existing systems or processes.

Roles

The Change Advisory Board (CAB):

  • Decides whether to approve, defer, return, or cancel change.
  • May make recommendations related to change implementation, including but not limited to timing and communication plans.
  • Is empowered by the Division of IT Senior Leadership Team to hold any change that they are uncomfortable with or have concerns over.
  • Is to review every change for operational validity
  • Is to review every change for conflicts with other planned work, campus activities, and academic or business schedules.

Meetings

  • Will meet weekly as long as there are agenda items to discuss.
  • Attendance at the weekly meeting is expected for all voting members of CAB. 
  • All change requests are to be reviewed in advance of CAB meeting where they are discussed.
  • All votes are to take place during CAB meetings, unless otherwise pre-arranged.

CAB Lite

Purpose

The CAB Lite will allow the Division of IT to implement the change management process ahead of a full ITSM implementation.

Terminology

ITIL Change Management

Information Technology Infrastructure Library (ITIL) change management helps track and manage IT changes without any disruption or downtime. ITIL change management follows a standard operating procedure to eliminate any unintended interruptions. This risk includes change assessment, planning, and approval.

Types of Change

Standard Change

Changes that usually occur at regular intervals, which are pre-planned, pre-approved and have a low risk, low impact. All standard changes must be approved the first time to be classified as standard.

Minor Change

Changes that don’t have a major impact and are less risky. All minor changes have to be submitted and approved by the CAB.

Major Change

Changes that can have a medium to high impact on ongoing business operations and may have financial implications that require CAB approval, as well as management approval.

Emergency Change

Changes that need immediate fixes and emergency CAB approval, where the review is completed later to avoid potential risks.

Scope

Small

The change will only impact a limited area, up to 10 contributors.

Medium

The change will impact multiple teams or departments.

Broad

The change will impact a large area, such as a campus or division-wide.

Change Severity Matrix

The CAB-Lite will only discuss Required, Advised, and Standard/First-Time Only change requests.
